Python position.get_surrounding_cardinals() negative x or y

In Python the positions returned by ship.position.get_surrounding_cardinals() when the ship is near (0 , y) or (x , 0) returns positions with negative x or y
example: (10, -1)
naive_navigate() does not move ships with these positions

You have to normalize these afterwords. You can edit get_surrounding_cardinals to normalize before returning.
